The Ontario Racing Commission licenses all racetracks in Ontario, which operate an extended meet of 7 days or more. Racetracks operating less than seven (7) days are considered fairs and are not required to be licensed by the ORC.

To be able to operate a racetrack in Ontario, a racetrack operator must hold a current licence with the Ontario Racing Commission for any given year. Applications for licence are made to the Executive Director. Once approved, a licence must be renewed on an annual basis.

To conduct live racing, a racetrack must also have an approved schedule of race dates for both live and simulcast product.


This document below outlines the process involved in applying for a license to operate horse racing where the number of days per year is less than seven (7). For the most part this includes fair racing, where racing is conducted as part of an agricultural society’s annual fair.
