The 2010 Thoroughbred Improvement Program is a compenent of the Ontario Horse Improvement Program, which offers incentives for the breeding and ownership of Thoroughbred racehorses in Ontario. For 2010, approximately $21 million will be available in awards and purses. The goals of the Thoroughbred Improvement Program are:

To increase the quality and value of Ontario Bred horses

To increase the value of Ontario Bred yearlings and attract continued investment in the Ontario breeding sector

To encourage the purchase of Registered Ontario Bred yearlings
Program Criteria
Detailed information and the rules surrounding the various programs under TIP are laid out in the Program Criteria Book. It is the responsibility of all participants to make themselves aware of the eigibility requirements and the various opportunities under the Program. Participants are encouraged to contact the ORC Programs Department for assistance at any time.
Copies of the Program Criteria Book have been mailed to all owners/managers of Ontario stallions and owners of Ontario broodmares in early January 2010. If you did not receive a copy of the Critiera Book, you can print a copy from the link below or contact the ORC to receive a hard copy.

Ontario Bred Purse Bonus increases to 20%
In 2010, the Ontario Bred Purse Bonus is worth an additional 20% of the purse won by a REGISTERED ONTARIO BRED horse in an open race in Ontario. Implemented in 2008, the Ontario Bred Purse Bonus is paid to the owners of REGISTERED ONTARIO BRED horses finishing in 1st through 5th positions in open races in Ontario. See section 5.1 for more details.

Ontario Sire Eligibility
In previous years, only an ONTARIO RESIDENT Stallion Owner or an ONTARIO RESIDENT Lessee of a stallion was eligible to register a stallion as an ONTARIO SIRE. Effective for the 2010 breeding season, non-Ontario resident Owners or Lessees are eligible to register a stallion provided that the Owner/Lessee is ORC licensed, AND the Owner/Lessee has designated an ONTARIO RESIDENT AUTHORIZED AGENT who is also licensed. The AUTHORIZED AGENT is the party responsible for the stallion (such as the Stallion Manager, Stallion Syndicate Manager, Farm Manager, etc.) while the stallion is standing in Ontario. The AUTHORIZED AGENT can complete the stallion registration process. See section 3.1 for more details.

Who receives benefits from the Program?
- Breeders of Registered Ontario Breds
- Owners of Registered Ontario Breds
- Owners of Ontario Sires
- Owners of progency of Ontario Sires
How do you participate?
- Stallion Owners must register their Stallion by January 15th each year to be recognized as an Ontario Sire.
- Breeders must qualify their mares as an Ontario Resident Mare for each foalling year, for their foals to be recognized as a Registered Ontario Bred.
What Do I Need To Do?
Stallion Owners
The deadline for registration for a 2010 Ontario Sire is January 15, 2010 – after which time late registration fees and special conditions apply. To register a Stallion as a 2010 Ontario Sire, you must:
- Hold a current ORC licence,
- Complete the 2010 Thoroughbred Stallion Registration Form
- Complete the Stallion Lease Declaration Form for any leased stallions

The Program also pays Stallion Awards to the Owner (or leasee) of a recognized Ontario Sire for performance of its offspring. Mare Owners
A Breeder must declare a mare's eligibility as an Ontario Resident mare, no later than the time of foal registration. To qualify a mare, the Breeder must:
- Hold a current ORC licence in the Program category - If the applicant already holds a current ORC licence for racing purposes, no additional costs will be incurred.

Bonus paid to the owner of Registered Ontario Bred horses finishing in 1st through 5th positions in Open races in Ontario.

Restricted stakes races for Registered Ontario Bred fillies, restricted stakes races for Registered Ontario Bred colts.

Purse Bonus for Registered Ontario Breds in Filly and Mare Stakes
Purse bonus for Registered Ontario Bred fillies racing in selected Open and Graded stakes in Ontario in 2009.

Ontario Sires Stakes Program
Series of 23 stakes races for offspring of Ontario Stallions nominated to the Program

Registered Canadian Bred Stakes Program
Added money from the Program to selected stakes races in Ontario for Registered Canadian-Bred horses.

Yearling Sales Stakes Program
Added money from the Program to six (6) stakes races for Canadian-bred Yearling Sale graduates.

Fort Erie Program
Program of incentives for racing at Fort Erie racetrack that includes a Sales Credit and owners Bonus Program for top end claiming levels, and a “winners bonus” for Registered Ontario Bred winners of allowance races at Fort Erie.

Breeders Awards
Awards to the Breeder of Record of Registered Ontario Breds and/or Ontario Sired horses racing in Ontario and in Graded Stakes races within Canada and the United States.

Stallion Awards
Awards to the Owner (or Lessee) of a recognized Ontario Sire, payable in two categories – Year End Points Award, and Year End Top Stallion Award
As of 2010 and forward, participants enrolling a mare or a stallion in the Thoroughbred Improvement Program must hold a current Ontario Racing Commission licence. A breeder or stallion owner participating in the Program must hold a ORC Program Licence. If the participant already holds another licence, there will be no additional charge for the licence. The fee for a Program Licence is $20.
The Ontario Racing Commission, as the Program Administrator for the Horse Improvement Program, is responsible for the development and implementation of all program elements to achieve the identified goals and objectives of the Program.
Administration of the Program. As Program Administrator, the ORC has responsibility for:

Ensuring the integrity of all payments to eligible recipients of HIP incentive benefits

Setting targets (expected performance outcomes and results) for Program expenditures

Developing a program for evaluating and measuring the results of Program implementation
- Reporting on Program performance to industry and government.
