The Standardbred Improvement Program is a component of the Ontario Horse Improvement Program, which offers incentives for the breeding and ownership of Standardbred racehorses in Ontario. In 2009, more than $25 million was available in awards and purses through:
- Ontario Sires Stakes races
- Breeder Rewards program, and
- Ontario Breeder Bonus
Program Criteria
Detailed information and the rules surrounding the various programs are laid out in the Program Criteria Book. It is the responsibility of all participants to make themselves aware of the eigibility requirements and the various opportunities under the Program. Participants are encouraged to contact the ORC Programs Department for assistance at any time.
Copies of the Program Criteria Book have been mailed to all owners of Ontario stallions, owners (regardless of residency) of broodmares bred to Ontario stallions and all Ontario broodmare owners in early January 2010. If you did not receive a copy of the Critiera Book, you can print a copy from the link below or contact the ORC to receive a hard copy.

NEW IN 2010
- Ontario Bred Rewards now transferable
Previously, Ontairo Bred Rewards for the offspring of Ontario Resident Mares were payable only to the registered Owner(s) or Lessee(s) of the mare at the time of enrolment in the Ontario Resident Mare program. Beginning in 2010, if an enrolled mare is sold during the 180-day residency period, the seller has the option to transfer the Ontario Bred Rewards to the purchaser of the mare. This new option will add value to the sale transaction and will encourage purchasers to maintain the mare's Ontario residency.
- Resident Mare Change of Location Form for Enrolled Mares
Beginning in 2010, a Resident mare Change of Location form must be submitted if an enrolled mare moves to a new residency location in Ontario, whether the mare remains under original ownership OR the ownership of the mare has been transferred.
- Resident Mare must be enrolled in the Program prior to foaling out in Ontario in 2010
While the forms will allow you to declare a past date for the start date of the required 180 days of residency, the mare must be enrolled in the Program prior to foaling out in Ontario in 2010. This is different than last year, when the deadline was September 1 of 2009.

Who receives benefits from the Program in 2010?

- Ontario (resident) breeders of OSS purse-winning horses

A new program of rewards will be available in 2011 that includes:
- Ontario Sired Rewards for breeders that use Ontario Sires in their breeding program
- Ontario Bred Rewards for offspring of Ontario Resident Mares
- Ontario Bred Winner’s Bonus for owners of Ontario Bred winners of Open Stakes
How do you participate?
- Stallion Owners must register their Stallion by January 15th each year to be recognized as an
Ontario Sire
- Mare Owners (or Lessees) must enroll their mare(s) as an Ontario Resident Mare for each
foal year, for their foals to be recognized as Ontario Bred
- Owners of OSS eligible horses must meet all nomination, sustaining and entry requirements for the racing programs.

NEW - Requirement to record change of location of the mare during residency period
Proper declaration of the current place of residency of the mare is central to the integrity of any residency program. It is the responsibility of the person enrolling a mare to ensure the Program is kept informed of the location of the mare. If in doubt, contact the Program Administrator to make sure you are meeting the requirements for eligibility.

ORC Licence Requirement
As of 2009 and forward, all participants wishing to enrol mares or stallions in the Standardbred Improvement Program must hold a current Ontario Racing Commission licence. A breeder or stallion owner participating in the Program must hold a ORC Licence in the Program category. If the participant already holds another licence, there will be no charge. If the Program Licence is the only licence the participant holds, then a fee of $20 is applicable.
