Quarter Horse Racing Industry Development Plan approved by ORC

In 2006 in partnership with the Ontario Quarter Horse racing community, the ORC developed a multi-year Strategic Plan to support development of a strong and sustainable Quarter Horse racing industry in Ontario. The Plan identified a number of goals and objectives to achieve measured, balanced growth for the sector and to improve the quantity and quality of Ontario-bred racing stock active in Quarter Horse racing in Ontario. The Plan forms the foundation upon which the annual program are developed and approved.

Quarter Horse Racing Industry Advisory Group

Members of the new Quarter Horse Racing Industry Advisory Group met for the first time in February 2008, beginning a new phase in the implementation of the Ontario Quarter Horse Racing Industry Development Plan (Plan). The Advisory Group has been selected to provide input and advice to the ORC regarding the stewardship of the Plan, evaluating progress on implementation of the Plan, and making recommendations to the Ontario Racing Commission (ORC) on industry issues.

Reporting on Program Success

The Program Administrator is responsible for reporting on the Quarter Horse Racing Industry Development Program on an annual basis to the Board of the Ontario Racing Commission and to the industry it supports.

Pathways to Employment and Education

The Pathway to Employment and Education is a multi-faceted approach to bringing skilled workers into the Quarter Horse racing and breeding industry. Through a two-day orientation session the Pathway Program showcases the full potential of the racing industry to new and emerging employees. The Program aims to partner Pathway Students with Pathway Mentors, employers in the Quarter Horse racing industry who take on the role of mentoring these individuals and promoting skills development. The Program partners with the Equine Guelph Groom One Certification Program, which provides the platform for accreditation of the knowledge and skills required of a qualified racehorse caretaker. To support and encourage ongoing skills training, Pathway Students hired by Quarter Horse breeders or trainers are eligible for bursary bonuses and tuition reimbursement as they complete the Groom One Certificate Program.

Post Racing Incentive Program

The Post Racing Bonus is awarded to ex-racehorses for participation in the speed events of barrel racing and pole bending at selected venues. A total of $20,000 has been allocated for bonus payments in 2010. The maximum payment per horse will be $1,500. The Post Racing Bonus provides added value for horses who have raced in Ontario; an incentive for people to buy racehorses at the end of their racing career; and an incentive for people to use ex-racehorses in horse sport.

Eligible horses must have raced at Ajax Downs (formerly Picov Downs) and can earn Post Racing Bonus points by competing at events run by the Ontario Barrel Racing Association, National Barrel Horse Association (Ontario), Eastern Canadian Barrel Futurities, Ontario Rodeo Association or the Dodge Rodeo Tour.

Ontario Quarter Horse Breeders and Trainers

A listing of local Quarter Horse breeders and trainers has been published to improve access to services and horses in Ontario’s Quarter Horse racing and breeding industry.
Any Quarter Horse breeder or trainer can be included on this list by filling out the Authorization form below and forwarding it to the Program Administrator

2010 Ontario Stallions

The list of Ontario Accredited Stallions for the 2010 Quarter Horse breeding season is now available and will be updated from time to time with the addition of new stallions. Please note that the Program makes no assurances that the stallions enrolled in the Program are DNA Typed for the purposes of Parent Verification.

Recognized Ontario Breds, Ontario Foaled and Ontario Sired

The Program Registry recognizes the following horses as Ontario Breds, Ontario Foaled and/or Ontario Sired for the purposes of competing in races with these conditions, or for benefiting from programs under the Ontario Quarter Horse Racing Industry Development Program. All racehorse applications received for foals from 2008 and above have now been processed and their status is recorded on the list below.

Breeding Program

Development of a strong local breeding sector is an essential element for a sustainable Quarter Horse racing industry in Ontario. The Program recognizes that breeding programs and the racing program at Ajax Downs should work hand-in-hand to achieve the goals identified in the Plan.

The Breeding Program is administered by the Ontario Racing Commission through the Quarter Horse Program Registry, which tracks people and horses eligible for Program awards and benefits.

  • To participate in the Breeding Program, people must enroll themselves – either as individuals, or on behalf of horse ownership partnerships, syndicates, or corporations.
  • Once enrolled, owners (and breeders) can “record” their horses in the Program Registry, and verify their status for awards as Ontario Foaled, Ontario Bred and/or Ontario Sired.

Princess Stakes Breeding Incentive
The Princess Stakes Breeding Incentive is a bonus payment earned by fillies participating in the Princess Stakes Futurity and the Princess Stakes Derby at Ajax Downs. The intent of the incentive is to encourage quality fillies, qualified through their participation in these races to remain in Ontario as Ontario Accredited Broodmares for their breeding career to produce quality Ontario-bred foals.

The Program Registry

To receive benefits from the Program, people (owners and breeders) and horses must be entered in the Registry.

People need to enroll themselves -
Any person who wants to enter a horse or receive benefit from the Program must be enrolled.

Horses need to be recorded with the Program-
To receive any benefits from the Program for which a horse may be eligible, the horse must be enrolled in the Program Registry. This applies to any horse that will be racing in 2010 or has the potential to race in the future. Once a horse has been recorded with the Program, renewal is not required on an annual basis.

Broodmares must be accredited -
Broodmares must be accredited for their progeny to receive benefit for being Ontario-bred and for the mare owner to receive benefit from Breeders Awards.
